The main responsibilities of Dongguan Foreign Trade
& Economic Cooperation Bureau are:
- To implement and carry out laws, regulations and
policies promulgated by the Chinese government and
the provincial government, governing foreign trade,
economic cooperation and foreign investment, and draft
foreign trade regulations, specific methods to implement
and organize the departments concerned to implement
the same in Dongguan city.
- To draft and carry out the development strategy,
middle and long-term plans and annual guiding plan
of foreign trade in Dongguan city.
- To examine and approve (examine and submit to superiors)
foreign investment projects, and agreements of "three
types of processing plus compensation trades".
To examining and approve (examine and submit to superiors)
enterprises processing trade of foreign trading companies,
foreign-invested enterprises and enterprises of "three
types of processing plus compensation trades".
To examine and approve (examine and submit to superiors)
the applications by foreign-invested enterprises regarding
imports of vehicles, mechanical and electrical products
and other equipments restricted to be imported by
the Chinese government. To examine and submit to superiors
the applications by foreign-invested enterprises and
enterprises engaging in "three types of processing
plus compensation trades" regarding permits of
their cargo trucks and cars to move from Hong Kong/Macao
to the main land directly. To examine and submit to
superiors the applications for import and export quota
licenses by the enterprises in Dongguan city
- To take part in drawing regulations and management
modes for the city foreign investment, to implement
the macro administration to foreign trade; to guide
and harmonize the business work of making use of foreign
investment; to inspect and supervise foreign invested
enterprises and "three types of processing plus
compensation trades" enterprises to implement
relevant laws and regulations and the contract; to
analyze the foreign investment and processing trade
development in our city, submit relevant situation
to the municipal government; to be in charge of the
statistics of foreign trade and economic cooperation.
- To investigate and harmonize foreign invested enterprises'
stock ownership dispute, labour-capital dispute and
economic dispute; to organize and harmonize the investigation
of antidumping and response to the suits.
- To be in charge of foreign economic cooperation
work, examine and approve open enterprises abroad
(except financial enterprises) and to take part in
the harmonization and guide; to examine and submit
the resident representative offices of the enterprises
from foreign countries, Hong Kong, Macao and Taiwan
areas; to guide and supervise foreign contract work,
labor cooperation; to examine and submit international
shipping agency business.
- To attend the inspection and supervision work to
the safety in production of foreign invested enterprises,
"three types of processing plus compensation
trades" enterprises.
- To guide and supervise kinds of foreign trade and
economic fairs, exhibitions, consulting meeting and
activities of inviting businessmen to open companies.
- To manage subordinate public institutions.
- To undertake other affairs allocated by the municipal
government and Guangdong Department of Foreign Trade
and Economic Cooperation.
