（1）Office 　Being responsible for designing mid-term and long-term plans for foreign economy and trade, supervising and urging implementation; being responsible for examining and urging the execution of decisions made by the Bureau; handling and coordinating the bureau’s administrative affairs, and being responsible for meeting arrangement, secretary work, file management, secret keeping, complaint and visits receipt, etc.; organizing investigation and research activities on foreign economy and trade, making drafts of policies, comprehensive research materials and documents; coordinating the communication and contact with the relevant departments and units in the province and the city; checking and reporting such materials as invitation letters for foreigners’ entry; directing and coordinating the work of representative institutions from foreign countries, Hong Kong, Macao, and Taiwan; undertaking the task of contacting with NPC, and organizing and handling various proposals and issues assigned by departments in the higher level; being responsible for the announcement of the bureau’s administrative information and propaganda work towards the outside as well as publication work; contacting and arranging the leaders’ administration affairs, foreign affairs and other activities.

（2）Processing Trade Department: Section I 　Being responsible for managing the “three types of processing plus compensation trade” enterprises’ processing trade on the macro level, directing and managing their import and export activities; being responsible for examining and verifying (checking and reporting) import and export transactions for the whole city’s “three types of processing plus compensation trade” enterprises, and conducting the network management over these processing trade enterprises; being responsible for the management of quotas and licenses for the firms processing materials supplied by clients; investigating and analyzing the “three types of processing plus compensation trade” enterprises’ business development conditions as well as submitting reports of the relevant development trends and policies.

（3）Processing Trade Department: Section II 　Being responsible for the macro-management over the processing trade of foreign invested enterprises, the instruction and management of import and export transactions of the three types of foreign-funded enterprises; examining and verifying (checking and reporting) the import and export processing trade dealings for the whole city’s foreign invested enterprises, and enforcing the network management of the processing trade companies; verifying and reporting for approval of the importation of the goods which are restricted for importation by the State; being responsible for the planning of goods managed with quotas and licenses, the management of application and utilization of certificates; accepting the application and report of export enterprises and high-tech enterprises; supervising and examining the foreign invested firms’ enforcement of laws and regulations, constitutions and contracts, and coordinating and solving the relevant problems; organizing and coordinating the relevant departments in conducting the joint annual examination on foreign invested enterprises; investigating and analyzing the import and export conditions of the foreign invested enterprises, and making regular reports on the related development trends.

（4）Foreign Investment Management Department Being responsible for coordinating and designing the development strategies of foreign investment and enforcing the policies and rules for foreign direct investment; jointly handling the registration, record, contract and approval work for the encouraged and licensed foreign investment projects which do not need comprehensive balanced management of the State and its higher authority; examining and verifying or reporting the contracts, rules and important changes specified in the laws for the foreign investment projects in the higher authority in accordance with the law; checking and approving the equipment and material list attached with the  foreign invested enterprises’ constitutions (contracts); checking and issuing the approval certificate for foreign invested enterprises, and issuing the confirmation letter for the foreign investment programs encouraged by the State under the authorization of the Provincial Foreign Trade and Economic Cooperation Department; being responsible for the verification and report work of the foreign investors’ merger and take-over the domestic firms, establishing foreign invested enterprise research and development centers, the tariff-free imported and self-used equipments (technology, spare parts and components) imported with the “Four Types of Funds” by the “five types of foreign invested enterprises”; investigating and analyzing the development conditions of foreign investment, making regular reports on the relevant trends and putting forward policy suggestions; coordinating and performing foreign trade and investment promotion.

（5）International Commerce Department 　 Being responsible for examining and approving (checking and reporting) the processing trade transactions of foreign trade enterprises; being responsible for managing the negative quotas and licenses for textile exports, licenses for merchandise exports and high-and-new-tech imports and exports as well as reporting for approval of technology introduction contracts; checking and verifying, and transferring to apply for the auto-import license of machinery and electronic products, and the import and export qualifications for the products managed by the National Machinery and Electronic Products Management Office and the merchandise limited by the State; transferring to apply for the import and export qualifications for various enterprises, and performing the function of relevant management; directing and coordinating the private firm to develop import and export business; being responsible for checking and approving the “End User”, “Famous Brand Export Product” for enterprises; coordinating the mediation of economic disputes, contract disputes, and labor disputes for foreign invested enterprises; being responsible for administrative reconsideration, administrative lawsuit and relevant legal issues; coordinating the whole city’s anti-dumping, anti-compensation and intellectual property rights investigation cases, and organizing investigations on the damages on an industry; coordinating and directing the whole city to proper and promote trade scientifically.

（6）Foreign Economy Promotion Department 　Being responsible for designing the plan for trade and investment promotion, the instruction for investment and the list for trade and investment promotion, and being responsible for establishing relationships and exchanges with overseas investment institutions, coordinating and directing the whole city’s important activities such as economy and trade negotiations, trade and investment promotions, and foreign investment investigations; participating in designing the overall plan for foreign economy corporation, coordinating the city in designing and implementing the relevant support policies and measures, being responsible for the approval and macro-management over the establishment of enterprises (institutions) in abroad and the sending-out of personnel, and being responsible for the examination and approval of contracting projects, developing labor service corporation and designing consultancy projects; being responsible for checking and reporting the joint annual investigation on the overseas investment and comprehensive performance appraisal; participating in designing and implementing the development strategies, policies and measures in intensive operation of land used for industry and in asserting the whole city’s intensive operation of land used for industry in every town and district, and reporting the relevant trends to and making policy suggestions to the city government and departments at higher level.

（7）Information Technology Department 　 Being responsible for the information system construction in the bureau and its subordinate units, and promoting e-administration; organizing and coordinating the network links between the bureau and the relevant government agencies, foreign economy and trade departments at the town and district level and the processing trade companies; being responsible for designing, organizing and implementing the information construction plans and regulations for foreign economy and trade; being responsible for the supervision and analysis on the macro foreign trade environment; being responsible for the statistics and analysis of foreign trade and economic cooperation; running the website of foreign economic and trade cooperation, and collecting and announcing the relevant information; developing and perfecting the application software in the bureau and each of its divisions, and keeping the maintenance of the electronic facilities.

（8）Customs Declaration Department 　Being responsible for the coordination and communication with the joint investigation department at the port; being responsible for the coordination in customs clearance between the processing trade firms and the departments of customs, quarantine and inspection；directing and managing the customs declaration service for processing and assembly service companies; being responsible for the instruction and coordination on the operation of ports located in each town(district), and assisting the relevant department in the comprehensive administration of the anti-smuggling work; being responsible for the overall arrangement of the classification management ranking assessment system；being responsible for the on-the-job training, license issuing and management work for the foreign processing trade factory directors（managers）； being responsible for the work of checking and approval and file administration such as the application, extension, alternation, and cancellation of the processing trade firms’ diplomatic trucks to Hong Kong and Macao and private cars; being responsible for the daily management of diplomatic vehicles to Hong Kong and Macao in the whole city (including managing vehicle documents, coordinating and handling vehicle postponement and alternation, etc.)

（9）Financial Audit Department 　 Being responsible for coordinating the work of foreign export tax rebate；working together with other relevant departments to manage the specialized funds offered to assist foreign economy and trade by the Nation, the Province and the City；being responsible for the bureau’s budgeting and final accounts and the government procurement plans；being responsible for the accounting and internal audit in the bureau and its subordinate unites；taking the place of imposing, collecting, checking and calculating the administrative charges, and taxation departments’ stamp taxes；being responsible for analysis, preparation and gathering of the foreign economic and trade firms’ export tax rebate statements, financial target statements and various financial and accounting statements.

（10）Administration Department 　Being responsible for instructing the family planning, the Communist Youth League, Women and Trade Union affairs in the bureau and its subordinate units; being responsible for the spiritual civilization construction, retired carders administration, financial management, and logistics management as well as the internal security and safety protection; coordinating the relevant functional departments in the city in investigating and prosecuting the cases related to the processing trade enterprises.

（11）Personnel and Education Department Being responsible for instructing the work of staff planning, personnel organizing, political education and the Party affairs in the bureau and its subordinate units; being responsible for the bureau’s staff training, labor payment, social security, as well as the application for certificates of overseas visits. Together with the members assigned to work in the Foreign Trade and Economic Cooperation Bureau’s Discipline Inspection Group and Control Group by the City Discipline Inspection Committee and the City Control Bureau, being responsible for the bureau and directing its subordinate units and authorized units in cultivation of party conduct and discipline inspection.
