Procedures
of
Approval
|
Before
the end of a year (based on the
notified time) the enterprise must
report its importation plan for the
next year to the Processing Trade
Department (Section II) of Dongguan
Bureau of Foreign Trade and Economic
Cooperation., which will be
transferred to report to the
Ministry of Foreign Trade and
Economic Cooperation by the bureau.
The Ministry of Foreign Trade and
Economic Cooperation will examine
and approve and then assign the
target to the enterprise, namely
issuing the Approved List of the
Ministry of Foreign Trade and
Economic Cooperation for Importing
Chemical Products Likely to Cause
Toxin to the enterprise. Each firm
then can apply to the Ministry of
Foreign Trade and Economic
Cooperation for import license of
the amount in the approved list once
for all. Such a receipt of import
license should be put on the file of
the bureau.

1.The
normal manufacturing enterprise
should subscribe:
（1）The
application report of the enterprise
for import of toxin chemicals (in
duplicate)
（2）The
explanation given by the enterprise
about its supervision methods and
guarantee letter of not using and
reselling toxin
（3）The
original import contract signed with
the foreign customer
（4）The
cancellation list of verification
for the last year’s
contracts and the last year’s
license (original and copy)
2.For
enterprises newly applying for the
license：
（1）The
report of the enterprise applying
for importing chemical products
likely to cause poison;
（2）The
explanation of supervision methods
and the guarantee letter of the
enterprise promising not to cause
toxin and not to transfer for sale;
（3）The
original valid contract signed with
foreign customers;
（4）The
approval certificate for the
establishment of the firm issued by
the local foreign economics and
trade department (photocopy of the
copy) and the joint operation
contract or constitution, capital
examination report, business license
(copies of the copy).
