Approval
|
1、Online
registration.
For the import unit that applies for
the importation of machinery and
equipment for the first time, it must
register online first of all. The
enterprise should input http://import.chinabidding.com,then
enter the website of China International
Bidding, click once on the
“register” for the user’s
registering page, and follow the
requirement to accurately enter the
relevant data of the enterprise. After
confirmation, it must remember its user
name and code, click the “Printing the
Registering Form” to print the User
Registration Form for Application of
Importing Machinery and Equipment (in
duplicate), and stamp its official seal.
Then the enterprise needs to bring their
original business license and original
registering certificates of the national
and local taxation as well as the
photocopy of the business license to the
Machinery and Equipment Office of the
city for check and stamping. After the
check has been completed, the user posts
the User Registering Form for
Application of Importing Machinery and
Equipment to the Net of China
International Bidding (4th
floor of Ruibao Building, No.18 of Xinxi
Road, Haidian District, Beijing City ,
Postcode: 100085, customer service
telephone::010-62965172).
Thus the online registration has been
completed.
2、Online
application and presentation of written
materials
After the online registering has been
over and the Net of China International
Bidding has confirmed, the enterprise
can conduct its online application. The
enterprise enters the bidding website
and then selects “Application for
Machinery and Equipment” to enter the
page of “Import Business” and click
the “Online Application” to fill in
the Application Form for Importing
Machinery and Equipment, in which import
report, additional explanation and other
situations can be filled in the column
“You can fill in the explanation for
the import application.” If not
belonging to the application for once
shipment one certificate and adding the
origin, you can directly enter it in the
note column. The product bidding should
indicate the code of the bidding. If Ok
after check, the user can click to
“present” and simultaneously send
the written documents to the Machinery
and Equipment Office for check.
3、After
receiving the application materials, the
person in charge will make a primary
examination and signs his opinion and
then send them to the leader of the
department for double check.
4、After
the primary examination, the application
will then be reported online to the
Machinery and Equipment Office at the
higher level. And the relevant written
materials will be sent to the Provincial
Machinery and Equipment Office. |

Application
|
- Triplicate
of Application Form for Importing
Machinery and Equipment/Attached
Form (Filled online in accordance
with the requirement of the form
content, downloaded and printed with
the applicant’s official seal
stamped)
- Photocopy
of the business license of the
corporate legal person having passed
the annual examination.
- Photocopy
of the registering certificate of
taxation having passed the annual
examination.
- Photocopy
of the enterprise’s code of
organizational institution.
- For
the unit that has signed contracts
with foreign parties:
Photocopy of its business license
and certificate of import and export
qualification having passed the
annual examination need to be
presented.
- The
foreign invested firm should present
the photocopy of its approval
certificate.
- Those
that import second-hand machinery
and equipment should also provide
the following documents:
1)
Application report (in duplicate)
2) One
original and one photocopy of the Work
Contact List of Planning to Register for
Importing Second-hand Machinery and
Equipment, and the machinery and
equipment inspection explanation (issued
by the Provincial Inspection and
Quarantine).
3) List
of equipment (Approved by the Foreign
Economics and Trade Bureau or the
feasibility report)
4) The
equipment owner’s written evidence
(Under the processing trade, the
relevant document provided by the
foreign businessman on canceling the
supervision of the customs for fixed
priced imported equipment must firstly
be reported to the department in charge
of the Foreign Economics and Trade
Bureau for check and verification.)
- Other
documents required as necessary.

Attention
|
After
the applicant has finished the online
application and the sending of
documents, it can check the result of
treatment of the Machinery and Equipment
Office on the import application through
online. Open the “Document and
Certificate Check”, for example the
“status” column indicates the
“primary examination” explanation
has passed the check and verification of
the city’s Machinery and Equipment
Office and therefore the applicant must
send its relevant checked written
documents to the Provincial Machinery
and Equipment Office; if the
“status” column indicates
“approved”, the applicant can print
out the Application Form for Importing
Machinery and Equipment with a
auto-offered code for two copies (3
copies of Appendix Form) and stamp its
official seal, send it to the city’s
Machinery and Equipment Office for the
official seal and then send it to the
License Affairs Center of the Provincial
Machinery and Equipment Office to obtain
the auto-importation license (the hall
of the forth floor of the Provincial
Foreign Trade and Economic Cooperation
Department, telephone:020-38819092).
The
importation of second-hand machinery and
electronic equipment must be applied by
the end user.
