Application for a Diplomatic Private Car  

Procedure of Approval

 The person in charge receives the application document and makes a draft of the report to the higher authority ¡ú the section chief checks and verifies ¡ú the bureau director signs and issues ¡ú the Vehicles Management House of the Provincial Public Security Department checks and approves.

Qualifications Required

1. The total investment of a received materials processing enterprise on its equipment is over 1 million US dollars (including I million US dollars); 

2. The total invested amount of a ¡°three-kinds-of-capital¡± enterprise exceeds 1 million US dollars (including I million US dollars).

Documents for Application

1£®Processing materials supplied by clients£ºTwo photocopies of each including Certificate of putting-on-file registration, approval form for a new agreement, agreements (including supplementary agreements), business license, and special permission certification;

2£®Three types of foreign-funded enterprises£º Two photocopies of each including approval documents of joint-ventures, cooperative firms or foreign ventures (including supplementary approval documents), constitution, contracts, business license, certificate of approval;

3£® Fill in the Application for Business Operation, Approval Form for the Driver¡¯s Entering and Leaving the Country (Provided by the Customs Declaration Department);  

4£® Two photocopies of each including documents of Hong Kong Vehicles Registration and Hong Kong Business Registration (Chinese) or a foreign company¡¯s business license (translated by the notary house);

5£® Two photocopies of each including the driver¡¯s valid ID card, returning-to-home certificate, Hong Kong Driving license and the mainland driving license as well as 4 one-inch face photos (red background) and 6 pictures of the vehicle (taken from the left front 45^o¡¢88mm¡Á60mm);

6£® Two photocopies of qualification inspection£»

7£®Processing materials supplied by clients: One photocopy of each including the customs declaration document for importing the equipment and the instruction book of the equipment£»Three types of foreign-funded enterprises One photocopy of each including the customs declaration document for importing the equipment and the instruction book of the equipment or the invoice for domestic purchase and certificate of bank¡¯s foreign exchange receipt;

8£® Application (Two photocopies of each including the official seals of both domestic and overseas companies and signature of the legal representatives)

1£®Processing materials supplied by clients£º The originals of Certificate of putting-on-file registration, approval form for a new agreement, agreements (including supplementary agreements), business license, and special permission certification; Three types of foreign-funded enterprises: approval documents of joint-venture, cooperative or foreign invested enterprise (including supplementary approval documents), constitution, contracts, business license, certificate of approval;

2£® The originals of documents of Hong Kong Vehicles Registration and Hong Kong Business Registration (Chinese) or a foreign company¡¯s business license (translated by the notary house) and returning-to-home certificate of the driver;

3£® The originals of the customs declaration document for importing the equipment and the instruction book of the equipment or the invoice for domestic purchase and certificate of bank¡¯s foreign exchange receipt;

4£® Before going to complete the formalities of putting-on-the-file registration in Shenzhen Meiling Customs, you must firstly come to the Customs Declaration Service Department to complete the formalities of the Guarantee Letter;

5£®If the vehicle owner¡¯s name listed in Hong Kong Vehicles Registration Document is not in compliance with that listed in Hong Kong Business Registration Document, you must provide the original and photocopy of the Application Form for a Whole Year¡¯s Operation or Business Registration Form for an Individual¡¯s Operation in Hong Kong of the Hong Kong company and the vehicle owner.

6£® For a ¡°three-types-of-foreign-funded¡± enterprise whose total investment amount on equipment is less than 1 million US dollars and which needs to invest by using their value of factory, dormitory and land, it must provide the originals of its property certificate, land use certificate and banking certificate of foreign exchange receipt, invoice of purchasing land and building plants.
