A service system has been set up to smooth up foreign investment in Dongguan, consisting of government offices, institutions, and enterprises, among which the Municipal Bureau of Foreign Trade and Economic Cooperation is the government department specializing in this domain. In addition, a local office of foreign trade and economic cooperation has been set up in each of the 32 towns and districts of the city serving the same functions in its locality. In 2001, Dongguan Foreign Investment Promotion Center was set up to be responsible for the promotion and introduction of foreign investment. The Center also has a branch in each of the 32 towns and districts. Moreover, the municipal government sponsored a comprehensive service day for foreign-invested enterprises on the 10th day of each month (or the following Monday if the 10th day falls on a weekend or public holiday). This activity, organized on the 10th floor of the office building of the Municipal Bureau of Foreign Trade and Economic Cooperation, has all the government departments related to foreign investment at site to answer the inquiry of foreign investors.

1) Dongguan Foreign Investment Promotion Center (FIPC)
        FIPC is an institution set up by the Municipal Government of Dongguan in an effort to further expand and expedite the introduction of foreign investment and to link up with the world. The institution is responsible for introducing the investment environment of Dongguan and promoting investment through various activities. As the bridge between the municipal government and foreign investors, FIPC is also committed to providing foreign investors with efficient information and favorable services, extending the requirements of foreign-invested enterprises, and assisting foreign investors in difficulties and problems met in investment, production and life.

2) Dongguan Foreign Investment Inquiry Service Center
        This is an institution providing comprehensive services for foreign-invested enterprises. Under the guidelines of “Comprehensive Development and Service First”, the Center provides foreign investors with one-stop services in policy consultation, investment and production.

3) Liaison Office of Dongguan City in Japan
        This office serves as a window of Dongguan Municipal Government in the invitation of Japanese investment. It is responsible for introducing the investment environment of Dongguan to Japan, providing consultative services for Japanese investors who intend to invest in Dongguan, and organizing inspective tours to Dongguan. Since its establishment in 1999, the office has organized 86 such inspective tours to Dongguan, introducing a total of 32 projects to the city. Quite a few famous Japanese enterprises were introduced in this way, for example, Sanyo Electric, FUJITSU, Fuji Xerox and Pioneer High-Tech.
